Open App without Internet

This is a sub-issue to the full offline mode (https://mrcook.featurebase.app/p/offline-mode).

Once the app has been opened at least once, it should start without an active internet connection.

This does not include any data, such as recipes. This is a prerequisite for future offline functionality.
